The car was selected and masked, allowing a motion blur to be added to the background. A radial blur was added to the wheels, there's cropping and sharpening and levels and all sorts of crap going on. Maybe the best indicator is to show you the <a href="http://seriocomic.com/images/tonysporsche_original.jpg" target="_blank" rel="nofollow">original</a> (resized and compressed).
